On measures to further improve the efficiency of the system for organizing and conducting geological exploration work

In order to further improve the system of organizing geological exploration work, accelerate the implementation and increase the efficiency of geological surveys focused on the final results - the accelerated development of the mineral resource base, ensuring an increase in the growth of industrial reserves and the extraction of minerals, sustainable development of the leading basic sectors of the real economy of the republic, expansion of export potential:

3. The Commission (R.S. Azimov), together with the State Committee of the Republic of Uzbekistan on Geology and Mineral Resources, the State Enterprise Navoi Mining and Metallurgical Combine, the OJSC Almalyk Mining and Metallurgical Combine, the State Property Committee, the Ministry of Economy and the Ministry of Finance of the Republic of Uzbekistan, shall ensure, by January 1, 2011, in accordance with the established procedure, the reorganization of research and production centers, geological exploration expeditions and joint-stock companies included in the system of the State Committee of the Republic of Uzbekistan on Geology and Mineral Resources, in accordance with Appendix No. 1 .

4. State Enterprise Navoi Mining and Metallurgical Company and OJSC Almalyk Mining and Metallurgical Company:

by January 1, 2011, implement organizational measures to create scientific and production centers “Geology of Precious Metals and Uranium” and “Geology of Non-Ferrous Metals” with the involvement of highly qualified specialists, as well as equipping them with the necessary material and technical base;

together with the Ministry of Finance and the Ministry of Economy of the Republic of Uzbekistan, within two months, submit to the Cabinet of Ministers proposals on optimizing the structure of geological exploration work for precious, non-ferrous metals and uranium, taking into account modern international experience and advanced technologies, as well as improving the mechanism for stimulating the work of employees of the transferred structures.

The creation of the Scientific and Production Center “Geology of Precious Metals and Uranium” and the Scientific and Production Center “Geology of Non-Ferrous Metals” shall be carried out within the staffing levels of the relevant structures transferred from the system of the State Committee of the Republic of Uzbekistan for Geology and Mineral Resources.

9. To the Cabinet of Ministers of the Republic of Uzbekistan:

within two months, organize the certification of the management personnel of the State Committee of the Republic of Uzbekistan for Geology and Mineral Resources and subordinate organizations;

within three months, approve the Program of Geological Exploration Work for 2011-2016, providing for the necessary measures to update and strengthen the material and technical base of geological exploration expeditions, services and other structures.

10. Exempt from customs duties until January 1, 2020, with the exception of customs clearance fees, equipment, materials, special vehicles, software and hardware, as well as spare parts for them, imported by the State Committee of the Republic of Uzbekistan for Geology and Mineral Resources, the State Enterprise Navoi MMC and the OJSC Almalyk MMC for geological exploration work, not produced in the republic, according to the lists annually approved by decisions of the Cabinet of Ministers of the Republic of Uzbekistan.

11. The State Committee of the Republic of Uzbekistan on Geology and Mineral Resources, together with the Ministry of Economy, the Ministry of Finance, the Ministry of Justice of the Republic of Uzbekistan and other interested ministries and departments:

within two months, in accordance with the established procedure, submit for approval to the Cabinet of Ministers a draft new regulation on the procedure for issuing licenses for the right to use subsoil areas containing non-metallic minerals, with a view to granting licenses based on the results of public auctions and establishing maximum standards for pilot industrial development of deposits;

within two months, submit to the Cabinet of Ministers proposals for amendments and additions to legislation arising from this resolution;

ensure the revision of departmental regulatory legal acts in accordance with this resolution.

12. Control over the implementation of this resolution shall be assigned to the Prime Minister of the Republic of Uzbekistan Sh.M. Mirziyoyev.
